Like others I'm a bit disappointed in the State's tactics here. We all know, as well as the State, that what they are offering is not anywhere in line with published economic data (by the State!), other labor agreements, wages for our positions in general, and basic rationale. The tactic of offering a second offer even worse than their first is a classic negotiating move, typically reserved for unprofessional environments.

Please don't continue to counter with lower COLA offers; this rewards that tactic. The only way is to counter higher than our last offer showing that you see through their tactic and are serious about your offer, and have the data to back it up, which you absolutely do.
