Negotiations Update: Sessions 2 and 3 (January 3 and 4, 2024)


During two full days of negotiating, we had a good set of meetings with the State. The teams for SU and the State started off by reviewing the current contract Letters of Agreement that have been signed since ratification of the contract. Proposed by departments and agreed to by SU, these LOAs provide a range of benefits, including bonuses, stipends, hiring incentives, altered flex time caps, etc. The State did not want to memorialize any of these in the contract at this time but is open to continuing some of them into the next contractual period.

As the two teams exchanged proposals, SU Negotiators held to several themes that we first spoke to when we met with the State in December:

  • we need to have more open lines of communication

  • we need to resolve areas where the State and union are in disagreement on how to operate

  • we need to see significant improvement in our members’ finances.

We were able to reach tentative agreements or book (a term for agreeing to keep the same contractual language) on ten articles of the contract (Articles 3, 12, 14, 15, 22, 23, 33, 34, 35, and 39) that are working well as written. These items recognize that SU has a mature contract and many issues do not need revisiting.

The union further gave proposals on six articles, and the State gave two additional proposals during the two days. We had good discussions on each article and why both parties would like to see changes. We will work toward resolution on those articles and many more in the coming months.

After three sessions, the negotiations are professional, and we are making good progress. The two teams will meet again on the 17th, 18th, and 31st of January and again on February 1st.  SU Negotiators will keep everyone updated after each negotiation session.
